Under the general direction of the Regional Manager in the Department of Industrial Relations (DIR), Division of Occupational Safety and Health (DOSH), Enforcement Branch, the Senior Industrial Hygienist (Supervisor) is responsible for performing the full range of first level supervisory industrial hygiene work in the Cal/OSHA program. The Senior Industrial Hygienist (Supervisor) has full oversight and responsibility of staff, ranging from Junior to Associate Industrial Hygienists, and Cal/OSHA Enforcement Inspectors and office support staff, engaged in the administration and implementation of the Cal/OSHA program, in an assigned DIR-DOSH Compliance District Office. The Senior Industrial Hygienist (Supervisor) is responsible for the training, upward mobility, and maintaining discipline of employees under their supervision. The Senior Industrial Hygienist (Supervisor) ensures that the office functions and operates daily in accordance with DIR-DOSH directives, rules, policy and procedures and that staff promotes DIR-DOSH Mission, Vision, Values, and Goals. The Senior Industrial Hygienist (Supervisor) conducts, including but not limited to, specialized health inspections, health-related accident/illness investigations, and other special assignments related in connection with health, chemical, physical and biological hazards in places of employment, (e.g. work that requires or involves extensive experience, knowledge and skills in industrial hygiene principles, practices and methods) throughout the State.

Working outdoors in a wide range of weather conditions (e.g. rain, strong winds, heat, and cold); Working indoors at various work places; sitting at a desk, in a chair, and in front of a computer screen, for an extended periods of time; Sitting at a desk, in a chair for extended periods, including but not limited to, during meetings, training, or workplace inspections; Moving/walking and standing for extended periods of time, including but not limited to, on slopes, uneven, rough, wet, and/or slippery surfaces/terrain; Using a multi-line telephone console or a cordless telephone with headset; Bending, squatting, crouching, kneeling, stooping and twisting; Perform repetitive hand motion, simple grasping, fine finger manipulation, pushing and pulling with right and left hands; Reaching (above and below shoulder level); Lifting and carrying up to 50 pounds of equipment or work related materials; Climbing up and down/balancing stairs, ladders, stoops, slopes; Dressing appropriately for working in the field, including proper use of personal protective equipment (safety boots, protective suits, hearing protection, respiratory protection, safety eyewear, hard hat, cooling vests, gloves, etc.);Traveling via private, State vehicle, or public transportation (i.e. automobile, airplane, etc.) including overnight travel inside California may be required; Have functional vision.

Special Requirements

Possession of a Certificate in the Comprehensive Practice of Industrial Hygiene issued by the American Board of Industrial Hygiene or a Certificate of Registration as a Professional Engineer issued by the California State Board of Registration for Professional Engineers.

Purpose and function of the various components of the Cal/OSHA program; Professional principles and practices of industrial hygiene, environmental health, public health and State laws, rules and regulations on the health of industrial workers; Professional knowledge of industrial hygiene concepts, principles, and practices applicable to the identification, evaluation, and control of occupational health hazards found in a variety of industrial settings; Professional concepts of apparatus used to monitor and/or collect samples of substances for analysis; One or more phases of biological, chemical, engineering, or toxicological factors, effects, and control measures; Symptomatology of occupational disease for investigating alleged or suspected occupational medical conditions; Techniques in preparing and presenting training concerning specific industrial hygiene subject matter; Control methods of industrial health hazards; Special sampling techniques and related apparatus; Methods, techniques, and practices used in determining and eliminating health hazards in industry; Techniques, procedures and methods used in collecting and testing samples such as vapors, mists, dusts, noise, fumes, cold, non-ionizing radiation, biological agents and heat stress; and Toxic substances, occupational health codes, standards and regulations; Using a variety of industrial hygiene instrumentations, including an appreciation of the capabilities and limitations of each type of instrumentation; Identifying potential health risks and hazards within the workplace; Developing special and complex sampling strategies; Communicating major and complex elements of industrial hygiene and health hazards to technical and non-technical personnel; Conducting research, and recommending solutions to industrial hygiene and health hazard problems affecting employees; Preparing clear and concise written reports incorporating findings, risk assessments, and recommended corrective actions; Conducting workplace environment analyses with the use of calibrated equipment; collecting data by recognized sampling techniques; preparing and sending filter samples for laboratory analysis; Reviewing an extensive variety of laboratory results; summarizing the details of each inspections; preparing narrative reports; researching related regulations and other applicable codes; Observing worksite procedures and interviewing employees to gather information on operations, material used, and equipment that may result in illness, impairment, injury, or impact on the health of employees; Preparing training materials concerning specific industrial hygiene subject matter; Investigating complaints made against employers; investigating workplace fatalities and other accidents/illnesses; Evaluating and analyzing complex technical data, plans and reports; Coordinating with occupational medicine personnel regarding workers enrolled in medical surveillance program; Office automation application (i.e., spreadsheets, graphics, database management, communication practices, and compliance tracking systems); Developing educational material and training techniques to promote awareness of health hazards and corresponding preventive procedures; Preparing and presenting training concerning specific industrial hygiene subject matter; Keen observation and reporting techniques in order to properly assess and report on potential industrial hygiene and health hazards; Diplomacy and leadership in addressing industrial hygiene issues with management and colleagues; Analyze situations accurately, derive recommendations and take effective action; Establish and maintain cooperative relations with those contacted in the course of the work; Communicate effectively; Collect and evaluate plant findings and make recommendations for the elimination or control of hazardous conditions; Function as a specialist in one or more phases of biological, chemical, engineering, or toxicological factor, and effects and control measures; Interpret and apply industrial hygiene standards; Independently conduct the most difficult field studies and inspections; Represent the department in meetings with other governmental jurisdictions, industry, and community groups; Principles and practices of personnel management; Train, lead, and review the work of other industrial hygienist; Evaluate proposed health standards and make recommendations for their modification or acceptance; Establish and maintain liaison with Federal, State, and local agencies, and with labor, management, and public interest groups; possession of a valid California Driver’s License; car insurance.
